Professor Sugimitsu joined Toshiba (Intellectual Property Division) in 1990 and worked as an in-house patent attorney (1991-1994). He served as a patent attorney at Sakai International Patent Office in Tokyo (1995-2000). He completed LLM, The University of Tokyo in 1999 and gained Master of Engineering, Hosei University in 2001. He invented "Intellectual Property Management Skill's Test" in 2004 and it was promoted to national examination in Japan on July, 2008. He is the Executive Director of Association of Intellectual Property Education which hosts that national examination. He served not only on Intellectual Property Skill Standard Committee, Ministry of Economy Trade and Industry, as Chairperson (2005-2007) but also on the Upper House of Japan, as a visiting researcher of Intellectual Property Law (2006-2007). He won the grand prize of the 1st Intellectual Property Academic Encouragement Prize, awarded by both Intellectual Property Association of Japan and TEPIA which is a public-interest corporation, administered by the Ministry of Economy, Trade and Industry in 2008.
As his latest achievement in 2009, the Japanese government(JPO) granted the Distinguished Service Award for promotion of Intellectual Property Laws to him with all deference to the worlds' first unique examination he invented.
